What does "Level of Study" and "DLI" mean?

Level of study

For the purposes of the provincial attestation letter (PAL) requirement, the Ministerial Instructions categorize the levels of study as:

  1. primary and secondary education (e.g. high school),
  2. post-secondary education, (e.g. Bachelor’s degree, undergraduate & graduate certificate, diploma, and other non-degree study)
  3. graduate education or above (e.g. Masters and PhD degree)

Designated Learning Institution (DLI)

A Designated Learning Institution (DLI) is a school approved by a provincial or territorial government to host international students.  SFU is a DLI.  Please visit the IRCC website for more information about DLIs in Canada. 

⚠️ Contact an International Student Advisor, Immigration Specialist if you changed/transferred to SFU but did not complete the designated learning institution (DLI) transfer process before Nov. 8, 2024, or are unsure if you have completed the DLI transfer process.
